Frameworks and skills

Here's an interesting comment from a newsgroup

"More seriously, this is an areas rife with confusing and badly understood terminology - I should know, I've been using it for a couple of decades. In context I was referring to the bits and pieces bought for ASTOR, but in reality the actual system (or should that be system of systems ?) goes far wider. This is why the MoD have bought into MODAF so heavily, unluckily they lack staff with the intellectual horsepower or systems engineering / architecting skills to use it properly." [July 2009]

In other words, the outcome isn't solely determined by the framework, but depends on a combination of framework and skill. Some frameworks may demand greater architectural skill than others.
